Employer of Record (EOR) in Egypt for GCC & International Companies — Payroll, Social Insurance & Tax Filing under Egyptian Labour Law.
Egypt EOR Built for GCC companies hiring in Egypt.
Hire, pay and manage Egyptian talent under one Employer of Record — employment infrastructure designed to support compliance with Egyptian Labour Law No. 14 of 2025 and related regulations. Founder-led by an Egyptian Chartered Accountant, with transparent monthly reporting.
One legal employer. WEM carries the local employer obligations allocated to it.
Built around one core service: Egypt EOR.
WEM is an Employer-of-Record platform first. The founder's professional background supports how the service is documented and governed. The other services we offer support EOR clients — or stand alone for Egyptian businesses who need an EOR partner.
From signed contract to Day 1
Two engagement models. Contracting and onboarding typically take approximately 3 to 5 business days after all required documentation is received.
You define the role

Built for legal and operational safety
Every WEM engagement runs on a documented legal stack — not informal arrangements. Here's exactly what you're covered against.
WEM is the Legal Employer
Every employee is contracted with WEM Business Services L.L.C under Egyptian Labour Law. Your company has no employment relationship in Egypt — an arrangement intended to reduce misclassification and direct labour-dispute exposure and to support the permanent-establishment analysis.
Labour Law 14/2025 Compliance
All employment contracts drafted under Law 14/2025 (effective Sep 2025). Probation periods, notice terms, end-of-service benefits, working hours, and termination procedures all comply with the latest provisions.
Tax & Social Insurance
Monthly income tax withholding (ETA filing), NOSI social insurance registration (Law 148/2019), end-of-year reconciliation, and statutory bonuses — all handled. New SI wage caps (EGP 2,700–16,700/month) applied automatically.
IP Assignment & NDAs
Employment documentation can be structured to include confidentiality, IP assignment and rights-transfer provisions appropriate to the role and in accordance with Egyptian law. These are structured contractually and are not presented as an absolute guarantee.
Data Protection
Data-handling arrangements are agreed contractually with each client.
Onboarding SLA
Documented SLA: contract issued within 48 hours; contracting and onboarding typically take approximately 3 to 5 business days after all required documentation is received; payroll live on the next cycle. Monthly payroll runs on day 1, invoices issued day 25.
Permanent Establishment — assessed separately on your actual activities in Egypt
Detailed legal analysis: OECD Model Tax Convention Article 5, bilateral tax treaties, and documentation supporting the analysis.
Your team in Cairo.
Documented and visitable.
WEM provides a fully equipped, managed professional office in Cairo — with logged attendance, a secure building, and enforced IT/IP controls. Optional scheduled visits, with employee consent, give you confidence in a dedicated, full-time team. This removes the biggest barrier to remote hiring: trust.
Scheduled workspace visibility
On-request, scheduled workspace visibility with employee consent — as agreed contractually with the client. A dedicated full-time team, not freelancers juggling multiple clients.
Fully Equipped Desks
Each workstation is set up, maintained, and managed by WEM. Your team arrives and works — no setup for you or them.
Secure & Documented
A professional office environment with building security, NDA enforcement and documented data-handling standards.
Schedule a live virtual tour
A 15-minute video walk-through of the actual Cairo workspace, hosted live from the office. We'll show you the working environment and the desk setup, explain how workspace visibility arrangements are handled, and answer operational questions. No commitment — just due diligence done right.

What a WEM engagement typically looks like
Three illustrative scenarios drawn from typical engagement parameters across our active service categories. These represent representative patterns — not specific client cases — and serve to help you visualise scale, timeline, and cost structure before reaching out.
Senior audit team for season coverage
A GCC audit firm engages WEM to staff 5–8 Cairo-based senior auditors during peak season. WEM handles recruitment, employment, payroll, and workspace. Workspace visibility arrangements can be provided where operationally required, subject to agreed procedures, employee privacy considerations, and applicable requirements.
Development team + managed workspace
A GCC tech company spins up a full-stack development squad in Cairo: backend engineers, mobile devs, and a DevOps lead. WEM provides the legal employment vehicle plus a co-located workspace, eliminating the need for an Egyptian entity. The team uses the GCC company's tooling and reports directly to GCC management.
Arabic-first contact centre
A GCC retail or service brand routes Arabic-language customer support to Cairo. Native Egyptian Arabic speakers, trained in Gulf dialect nuances, handle inbound calls, WhatsApp, and email — at the brand's quality standards but at a fraction of local agent cost. Quality-assurance and call-handling tools are part of the workspace.
Inside the Cairo workspace
Multiple workspaces — same standards
WEM provides workspace for client teams in Cairo. Depending on team size, this can be a managed shared workspace or a client-dedicated office, configured to the same security and equipment standards.
Managed workspace — Cairo
Workspace for client teams employed through WEM, provided under WEM's managed workspace standards.
Client-Dedicated Office
For new engagements: WEM secures additional premium Cairo office space, sized to your team. Activated within 4–6 weeks of contract — same equipment standards, same workspace standards, same compliance — but exclusive to your engagement, not shared with other clients.
Distributed Floor Hub
For larger engagements (20+ team members) WEM can establish a dedicated multi-room or full-floor presence with separate access controls, team rooms, and meeting facilities. Available for enterprise clients with multi-year horizons.

Why WEM
WEM employs your team in Egypt through local employment infrastructure designed to support compliance with Egyptian Labour Law No. 14 of 2025.
Chartered Accountant founding partner
WEM is an Egyptian limited liability company acting as the local Employer of Record, founder-led by an Egyptian Chartered Accountant.
Managed Cairo workspace
A physical, supervised Cairo office. Workspace visibility arrangements are available on request, subject to agreed procedures and employee privacy considerations. A managed workspace is available for client teams.
Cost comparison
Egyptian salary benchmarks are typically lower than equivalent GCC local hiring. WEM's fee structure is set out in the Service Agreement: employee cost plus an agreed margin.
Onboarding 3–5 business days
Contracting and onboarding typically take approximately 3 to 5 business days after all required documentation is received.
Four written commitments. One signature.
In a new market, commitment substitutes for track record. These four guarantees are embedded in every Service Agreement WEM signs.
Compliance Indemnity
WEM bears government penalties resulting from calculation or filing errors on our side. Documented in the Service Agreement.
Probation-Period Replacement
If the employee does not meet the agreed performance expectations during the statutory probation period, WEM will provide a replacement at no additional WEM service fee, subject to the applicable employment terms and Egyptian Labour Law.
Audit-Ready Books
Every employee file is reviewed by an in-house Chartered Accountant. Available for external audit upon request, anytime.
Founder Direct Line
Direct access to Waleed Hussein (CA, ESAA Fellow) for escalations. Response within 4 business hours, guaranteed in writing.
You need talent. The current options all fail you.
Hiring in the GCC means choosing between bad options. Here's why every existing path costs you money, time, or control:
Hiring Locally in the GCC
Local GCC hiring carries salary, visa, housing allowance and end-of-service costs, and every additional hire repeats them.
- Higher salary levels than equivalent Egyptian talent
- Long termination notice + EOS gratuity liability
- Visa processing adds lead time before the hire can start
A payroll-only arrangement
A payroll-only arrangement covers contracting and payments. If the role also needs a supervised office, IT and IP controls, and day-to-day oversight, those have to come from somewhere else.
- WEM provides a managed Cairo workspace, not payroll administration alone
- WEM provides IT, security and NDA controls in a supervised office
Set Up Your Own Egyptian Entity
Form a company, register tax, hire a lawyer, deal with social insurance, find an office, set up payroll software. Establishing and maintaining an Egyptian entity involves incorporation, ongoing corporate governance, and legal and administrative requirements before your first hire starts working.
- Permanent establishment risk in Egypt
- Full HR, accounting, legal team needed in-house
- High fixed overhead even for 1-2 hires

IFRS 18 — the most significant presentation change in two decades
IFRS 18 replaces IAS 1 effective 1 January 2027 — introducing new mandatory subtotals (operating profit, profit before financing & tax), management-defined performance measures (MPMs), and retrospective restatement. Listed and IFRS-reporting entities must begin transition work in 2026 to be ready.
Egyptian Labour Law 14/2025 — what GCC employers must adjust
The new Labour Law (effective 1 September 2025) replaces the 2003 framework. Key changes: minimum wage now EGP 7,000/month, mandatory 3% annual raise (or EGP 250 floor), 120-day maternity leave entitlement (three times per career), and a first-time hourly minimum of EGP 28 for part-time staff.
ZATCA Wave 24 — SMEs above SAR 375K now in mandatory e-invoicing scope
Saudi Arabia’s ZATCA expanded Phase 2 integration to taxpayers with VAT-taxable revenue above SAR 375,000 (2022/2023/2024). Fatoora platform integration must be completed by 30 June 2026. Wave 23 (above SAR 750K) is already in force since 31 March 2026 — the smallest-business wave yet.
The GCC–Egypt cost differential — is it sustainable post-EGP devaluation?
Following the EGP devaluation and the Labour Law 14/2025 floor adjustments, the GCC-vs-Egypt total compensation gap remains structurally wide — even after full statutory employer costs are loaded onto the Egyptian side. Model your own roles in the cost calculator.

Agreed with a new hire on a net salary, but need the gross for contracts and social insurance forms? Just enter the net — we'll automatically calculate the gross, insurance salary (Gross ÷ 1.3), taxes, and deductions based on Egyptian Tax Law 91/2005 (amended by Law 7/2024), Social Insurance Law 148/2019, and the new Labour Law 14/2025. Updated for 2026 caps.

Need certified payroll & HR support for your Egyptian team? WEM is a professional services firm with full Egyptian Labour Law expertise.
Common HR Scenario
You agreed with a new hire on EGP 15,000 net per month. But the contract, social insurance form (استمارة ١), and ETA payroll require gross figures. This tool reverses the calculation.
Legal Framework (2026)
Tax: Law 91/2005 (amended by Law 7/2024) — EGP 20K personal exemption, progressive brackets 0%–27.5%. Social Insurance: Law 148/2019 + new Labour Law 14/2025 — 11% employee (private sector), capped at EGP 16,700/month (2026).
The Gross ÷ 1.3 Rule
Egyptian employers calculate the 'insurance salary' (الأجر التأميني) as Gross ÷ 1.3 — this is the basis for the 11% employee social insurance deduction. The result is clamped between EGP 2,700 (min) and EGP 16,700 (max), regardless of actual gross. It affects only social insurance, not income tax.
| Annual Taxable Income (EGP) | Tax Rate |
|---|---|
| 0 – 40,000 | 0% |
| 40,001 – 55,000 | 10% |
| 55,001 – 70,000 | 15% |
| 70,001 – 200,000 | 20% |
| 200,001 – 400,000 | 22.5% |
| 400,001 – 1,200,000 | 25% |
| Above 1,200,000 | 27.5% |
